Roger Milburn is a retired detective inspector having served 30 years with the Metropolitan Police Service. In the last eleven years, he has had extensive experience of working on public inquiries and sensitive investigations. He was the lead Investigator into the strategic review of historic deaths for an independent panel established by the Minister of State for Care and Support. He was deputy lead investigator to the Infected Blood inquiry which examined the circumstances in which men, women and children treated by the National Health Service in the United Kingdom were given infected blood and infected blood products.  His role was to set up the investigative team and implement the witness investigative interview strategy in line with the Inquiries Act 2005 legislation.
